A hat is not required
Most people at a British funeral are bare-headed, and a hat is worn most often by the family closest to the person who died. Where one is worn it is dark, matte and small enough to sit in a pew.

In Victorian mourning the long crape veil belonged to the widow and the short face veil stayed with the closest women in the family. That reading survives, and there is a stretch of the day when a woman has no control over her face.
Black is always correct, and what is left to decide is the finish.
